THE PEP - Partnership on Active Mobility

The Partnership on Active Mobility promotes cycling, walking and public transport as an equal and sustainable mode of transport. It strives to support the implementation of the first ever pan-European Master Plan for Cycling Promotion, which identifies cycling as an environment-friendly, healthy, and sustainable form of mobility throughout Europe. Through the collaboration of member States, intergovernmental organizations, and civil society.

An Intersectoral Programme Connecting Transport, Health and Environment

The Transport, Health and Environment Pan-European Programme (THE PEP) is the first and only international programme designed to integrate environmental and health aspects into transport, mobility and urban planning policies. Established in 2002 and jointly serviced by WHO/Europe and the United Nations Economic Commission for Europe (UNECE), it provides an intersectoral policy platform for Member States and other stakeholders active in the pan-European region.

The Partnership on Healthy Active Mobility

THE PEP Partnerships bring together Member States and intergovernmental and nongovernmental organizations with shared interests in collaborating on specific issues, developing common strategies, plans and projects, and achieving concrete results. Following the Vienna Declaration on Transport, Health and Environment in 2021, the previous Partnership on Cycling Promotion was extended to walking and other forms of active mobility. In 2023, the Partnership was further extended to include health under the European Environment and Health Process, becoming the THE PEP/EHP Partnership on Healthy Active Mobility. As of October 2021, 30 Member States and organizations such as the European Cyclists’ Federation, Walk21, the European Bicycle Manufacturers Association and the European Commission participate in the Partnership.

Meetings, Monitoring and Resource Materials

The Partnership regularly organizes meetings to exchange on data, governance, policies, regulations, and the implementation of projects and objectives, including the sharing of good practice. Recent meetings were held in Dublin (2022), Rotterdam–Utrecht–The Hague (2023), Vienna (2023), Leipzig (2023), Lisbon (2023 and 2024), Belgrade (2024) and Ulm (2024). The Partnership also supports monitoring activities such as the 2023 expert survey on the progress of the Pan-European Master Plan for Cycling and Walking. Resource materials developed under the Partnership include the Pan-European Master Plan on Walking, the Pan-European Master Plan for Cycling Promotion, guidance on integrating walking and public transport, and the Toolbox of Action for Cycling Promotion.
