CikloParking is a professional initiative for developing the National Database of Bicycle Parking Supply and Demand, based on a WebGIS platform. The system includes applications and surveys for collecting and analysing data on existing bicycle infrastructure and demand, enabling effective planning and mobility management.

Planning bicycle parking is often hindered by the lack of reliable data on infrastructure quality and real user needs. Although regulations exist, many cities lack awareness and do not assess compliance, resulting in inadequate facilities. Decision-makers also lack insight into actual demand, highlighting the need for a unified, data-driven approach, which led to the development of the CikloParking initiative.

Solution implemented: A user-driven system building a national bicycle parking database

CikloParking is a user-driven WebGIS system that collects and integrates data on bicycle parking supply and demand. It enables citizens and local authorities to map locations, assess infrastructure quality and identify real needs. The system also verifies compliance with standards and generates actionable insights that support evidence-based planning, prioritisation and management of bicycle parking infrastructure.

Results achieved: Advancing data-driven planning and bicycle parking quality 

CikloParking supports local authorities by transforming fragmented data into actionable insights for improving bicycle parking infrastructure. Although national regulations define standards, they are often not applied in practice due to a lack of reliable data on infrastructure quality and real demand. The system enables planners and infrastructure managers to assess infrastructure, verify compliance with standards and identify gaps between supply and user needs.
By integrating input from citizens, institutions and local authorities, it reflects stakeholder-specific design principles (Annex 1) and ensures that planning decisions address actual needs. It supports institutions and infrastructure owners in providing high-quality, compliant bicycle parking and improves A2PT services by identifying where adequate parking is needed near public transport stops, supporting first- and last-mile connectivity.

Lessons learned: Evidence-based and compliant planning through user input 

For other regions, success lies in combining user input with reliable data to make regulatory standards actionable and support standardisation. Simple digital tools enable consistent data collection, raise awareness among public authorities and foster a participatory approach. This helps reveal gaps between supply and demand, guide investments and translate data into informed decisions and improved bicycle parking linked to public transport.
